1. Application qualifications:
1. Domestic companies registered under the Company Law and limited partnerships registered under the Limited Partnership Law (hereinafter referred to as applicants).
2. It is not a bank rejection account and has no record of refunded checks, and the total equity is positive.
3. Each applicant unit and representative can only apply for 1 category and only 1 case, and the principle is that the accumulated subsidy within 3 years should not exceed 2 cases.
4. The service ecosystem must be jointly applied by at least two companies, and the applicants cannot be related parties as mentioned in the Accounting Standards for Business Enterprises Bulletin No. 14 and the International Accounting Standards No. 24 recognized by the Financial Supervisory Commission.
5. If the applicant unit has the following circumstances, it is not allowed to apply:
(1) Those who have been subsidized by the Ministry of Economic Affairs or its affiliated agencies and have not yet closed the case before the deadline for acceptance in 2011 (hereinafter referred to as this year) (inclusive), except for those applying for the category of "service ecosystem".
(2) Serve as the technology transfer unit for other applicants' research and development plans this year.
(3) The implementation of subsidized research and development projects in 2019 was abnormally closed or during the suspension period of other government subsidy projects.
(4) Branches, limited partnership branches, and mainland-funded enterprises established in Taiwan by foreign profit-seeking enterprises.
2. Application requirements:
1. For the three innovations, plan specific and feasible research and development plans, and encourage the innovation connotation of this year's "subsidy theme" and application of new technology development. The concept must exceed the current industry level and be market-feasible for service innovation.
2. Including at least 3 months of trial operation, and the expected benefits must be achieved at the end of the case.

【Subsidy category and funding】
1. Early-stage innovation: a maximum of 1.5 million yuan for a single company, which is in line with the export of international service trade, and the upper limit of subsidy is increased to NT$2 million.
2. Transformation and innovation: A single applicant must have received SIIR subsidies, and the annual subsidy limit for each case is NT$3 million; if it meets the international service trade exporter, the subsidy ceiling is increased to NT$3.5 million.
2. Service ecosystem: The upper limit of the subsidy for the leading unit is NT$3 million, the upper limit for the subsidy of the member units is NT$1.5 million, and the upper limit of the annual subsidy for each case is NT$10 million.
